Yes. The Curt Echo, part # C51180, only needs to be connected your phone via Bluetooth which mountainous terrain won't interfere with. If your phone loses cell service it's not an issue because the only time you need a network connection for you phone to work with the Echo is when you're downloading the app. After that it's just connected directly to the Echo.

That is a very similar question to one of the first I asked the manufacturer when they were presenting it to us. The Curt Echo Wireless Trailer Brake Controller # C51180 will still function if you lose cell service because it uses Bluetooth which has to do with proximity and not cell service.
